Can Wet Carpet Pad Be Saved? The Restoration Call and the Xactimate Codes

Wet carpet pad can be saved only on a Category 1 (clean water) loss where the pad is a porous, unskinned cushion in good condition, the subfloor is not a material that will warp, and extraction and drying start quickly enough to hit the dry standard within a few days. On a Category 2 loss the separate pad comes out and gets replaced, and on a Category 3 loss both the carpet and the pad come out, which means the estimate carries WTR PAD or WTR FCC tear out instead of in-place drying.

Pad is usually the cheapest material in the room, yet the pad decision sets the extraction code, the tear out lines, and the drying days. Contractors lose money pulling pad the file cannot justify, and drying pad in place where the standard says it should have come out.

What the IICRC guidance says about carpet pad

The clearest written position is the IICRC Technical Advisory on In-Place Drying, adopted July 18, 2004. It sets the rules by water category:

  • Category 1: In-place drying of carpet and pad is appropriate, subject to the professional judgment of a qualified technician.
  • Category 2: Separate carpet cushion must be removed and replaced with like kind and quality (LKQ). The carpet itself can be cleaned, dried, and reinstalled.
  • Category 3: Both carpet and cushion must be removed and replaced, and salvageable structural components are cleaned, sanitized, and dried.

Conditions that force removal on clean water

The advisory highly recommends pulling the pad even on a Category 1 loss when the cushion has a non-porous polyethylene vapor barrier (a skinned pad), when the pad is deteriorated from age, or when the subfloor is a porous wood material likely to warp or the carpet sits over solid wood flooring. A skinned pad traps water against the subfloor where air across the carpet face cannot reach it. If the carpet is delaminated or showing dye migration, both carpet and cushion are replaced.

Category 1 water left untreated long enough degrades to Category 2, so a leak found after a weekend away needs its elapsed time in the file.

The five checks to run before deciding

  1. Confirm the source and the elapsed time. Photograph the source and record when the loss started and when the crew arrived.
  2. Probe the moisture perimeter. Map where the carpet and pad are wet with a penetrating probe and sketch that boundary. That square footage drives every quantity that follows.
  3. Pull back a corner and inspect the pad. Note the pad type, whether it has a plastic skin, and whether it is crumbling. Photograph the back of the pad.
  4. Read the subfloor. Take moisture readings on the plywood, OSB, or slab under the pad, and one reading in an unaffected room as the dry standard reference.
  5. Check the carpet for delamination and staining. Lift a section and look for the secondary backing separating from the primary.

If any one check fails, the pad comes out, and the reason goes into the line item note.

Path 1: Dry in place (Category 1)

  • WTR LIFT: Lift carpet for drying, per SF. This covers floating the carpet so air can move between the carpet and the pad.
  • WTR DRY, WTR DHM, and WTR EQ: Air movers and dehumidifiers per 24 hours, plus equipment hours.

The IICRC advisory cites the Water Extraction-efficiency Testing (WET) study by the International Society of Cleaning Technicians and Shaw Industries, in which specialized extraction tools removed an average of about 85% of the water from carpet and pad, compared with roughly 40% for a standard cleaning wand. That gap justifies the higher WTR EXTW rate on an in-place drying file.

Path 2: Pad out, carpet saved (Category 2 or failed checks)

  • WTR EXTG: Water extraction from floor, Category 2 water, per SF.
  • WTR PAD: Tear out wet carpet pad and bag for disposal, per SF. WTR PADN is the no-bagging version.
  • WTR LIFT, so the carpet can be pulled back, cleaned, and dried.
  • WTR GRM: Antimicrobial on the exposed subfloor.
  • New pad (FCC PAD) and carpet reinstallation on the repair side.

Path 3: Carpet and pad out (Category 3 or carpet failure)

  • WTR EXTS: Water extraction from floor, Category 3 water, per SF.
  • WTR FCCS: Tear out wet non-salvageable carpet, cut and bag, Category 3 water, per SF. On a Category 1 or 2 loss with a failed carpet, use WTR FCC.
  • WTR PAD: Pad tear out as its own line, because the WTR FCC description covers the carpet only.
  • WTR GRM on the subfloor, plus debris haul-off.

Add the A suffix (for example WTR PADA, WTR EXTA) to any of these performed after business hours.

Where carpet pad lines get cut

Quantity and duplicate flags

In-place drying days with no readings

If the pad stays, daily readings on the carpet, pad, and subfloor against the unaffected reference defend the WTR DRY and WTR DHM days. Without them, reviewers cut equipment days.
